The Service for Restoration and Infrastructure Development in Kherson Oblast continues implementing an experimental project to protect critical infrastructure facilities.
As stated on the Prozorro portal, the Service signed a contract for more than UAH 64 million. It concerns the reconstruction of “Object No. 8”, located on the territory of the Chornobaivka community.

The work is financed from the reserve fund of the state budget in accordance with a resolution of the Cabinet of Ministers of Ukraine.
There is currently no access to the contract, because, as stated on Prozorro, it is protected by “wartime confidentiality” and will be published 90 days after the state of martial law is lifted. However, it is known that the works must be completed by March 30, 2027.
The contract was awarded to LLC “European Road Construction Company”, which will not be working in Kherson region for the first time. In 2023 the company received a contract to build a modular town for displaced persons worth UAH 12.7 million and has already been involved in maintaining the region’s roads and repeatedly received contracts for road maintenance.
Currently the European Road Construction Company is owned by Odesa businessman Muslim Kelyoev. For a long time he supplied oil products to the seaports of the Odesa region. Muslim Kelyoev is also the son of Musa Kelyoev, head of the Odesa regional organization “Diaspora of the Chechen People”, who is a citizen of Russia.
Recall that earlier the European Road Construction Company also received orders for strengthening the region’s critical infrastructure.
