The governor of Kaluga Oblast in the Russian Federation, Vladislav Shapsha, was sentenced in absentia to 8 years with confiscation of all property for sponsoring the war. He assisted Russian military forces on the Kherson front.
This became known from a court verdict from February 2026.
The court found that since the start of the full-scale invasion Shapsha systematically supplied Russian troops with equipment, ammunition and medical supplies. In particular, the fact of his direct assistance to occupying units on the Kherson front was proven.
In June 2023, after the blowing up of the Kakhovka HPP, Shapsha personally reported sending to the occupied part of Kherson region “a humanitarian convoy” with special equipment, communications equipment and spare parts for military vehicles. He publicly stated that this aid was collected “at the request of the unit’s leadership” to carry out combat tasks against the Armed Forces of Ukraine.
Vladislav Shapsha was convicted under Part 3 of Article 110-2 of the Criminal Code of Ukraine (financing actions committed with the purpose of changing the boundaries of the territory or the state border of Ukraine).
Shapsha has held the position of governor of Kaluga Oblast since 2020.
Since July 2022 he has been under sanctions by the United Kingdom. In December of the same year he was added to the European Union’s sanctions list, and in February 2023 – to the U.S. sanctions list.
He is also under sanctions by Canada, Switzerland, Australia and New Zealand.
