In the Kherson region, a state registrar has been notified of suspicion; she is suspected of unauthorized interference in the state register and of causing the community damages totaling almost 2 million hryvnias.
This was reported by the Kherson Regional Prosecutor’s Office.
According to the investigation, the 43-year-old suspect worked as a state registrar at the Center for the Provision of Administrative Services of one of the village councils of Kherson district. In August 2023, having access to the State Register of Property Rights to Real Estate, she made unauthorized changes to it.
For this, according to law enforcement, notarized powers of attorney and forged extracts from the decisions of the Kherson City Council were used. According to the documents, three residents of the community allegedly authorized another person to represent their interests at the Center for the Provision of Administrative Services (CNAP).
Subsequently, that person applied for state registration of ownership of land plots for development. Despite the absence of information about these plots in the State Land Cadastre and the noncompliance of the submitted documents with legal requirements, the suspect carried out the registration of private ownership rights.
As a result of these actions, according to the prosecutor’s office, the community suffered damages totaling almost 2 million hryvnias.
The suspect’s actions were qualified under part 3 of Article 362 of the Criminal Code of Ukraine.
