A native of Sevastopol, Oleksandr Balishev has been notified of suspicion of collaborationist activity for working in the occupation administration in the temporarily occupied territory of Kherson region.
The text of the suspicion was published on the website of the Office of the Prosecutor General of Ukraine.
According to investigators, no later than August 2023 he voluntarily agreed to take a position in the illegally established by the occupiers Ministry of Transport and Transport Infrastructure Development of the Kherson region. At first he became the so-called acting minister, and later he headed that body.
Investigators established that in the position Balishev performed organizational and managerial as well as administrative and economic functions: he oversaw the activities of the “ministry”, appointed staff, allocated duties among subordinates and took part in forming the budget of the structure controlled by the occupiers.
The suspect’s actions were qualified under Part 5 of Article 111-1 of the Criminal Code of Ukraine — collaborationist activity.
Recall, last year on the left bank of Kherson region Oleksandr Balishev was arrested for 2 months was arrested for embezzling funds in road construction. At that time he and his deputy were accused of receiving “kickbacks” and a bribe from a company engaged in repair and construction of roads on the left bank of Kherson region. This concerns “several million rubles”.
Later the Russians replaced the head of the occupation ministry of transport and transport infrastructure development of the temporarily occupied part of Kherson region.
