On April 20 the High Anti-Corruption Court (HACC) announced a verdict for the former head of one of the departments of the Kherson Regional Military Administration, the owner and the director of a private company. They were found guilty of embezzling UAH 7.7 million of state funds when providing services for inspecting facilities in the Kherson region damaged as a result of the Russian Federation’s military aggression.
This was reported on the page of the Specialized Anti-Corruption Prosecutor’s Office.
According to MOST, it concerns the former director of the Department of Territorial Development of the Kherson Regional Military Administration Svitlana Vasina, the owner of “Construction Technologies South” Marina Balan and the head of that firm Valentyn Balan.
Vasina was sentenced to 7 years and 2 months of imprisonment. Marina Balan received 7 years and 1 month in prison, and Valentyn Balan – 7 years.
“All property belonging to them by right of ownership has been confiscated from the convicted, and they have also been deprived of the right to hold positions at enterprises, in organizations and institutions of all forms of ownership related to the performance of administrative and economic and organizational-managerial functions for a term of two years,” the post says.
Recall, in 2024 Svitlana Vasina was charged with overpricing the cost of technical inspections of social infrastructure facilities that were damaged due to the war, but due to a lack of sufficient evidence she was released on bail, ordered to wear an electronic bracelet, which was removed a few months later.
In October last year the Kherson Regional Military Administration filed a civil lawsuit against Svitlana Vasina and two of her accomplices in the corruption case to recover UAH 9.3 million in material damage caused by their possible crime.
At the end of August 2025 Svitlana Vasina was dismissed from the Kherson Regional State Administration.
