Law enforcement officers have notified the first deputy head of the Ivanivska settlement military administration (SVA) of Henichesk district, Viktoriia Shchaslyva, of suspicion of systematically extorting and receiving undue benefits from subordinate employees.
This became known from the Judicial Authority register.
According to the investigation, from March 2023 to October 2024 the leadership of the Ivanivska settlement military administration — head Viktor Debelyi, his first deputy Viktoriia Shchaslyva and the chief accountant — created a criminal scheme to extort part of employees’ monthly bonuses.
Thus, the officials demanded that part of the bonuses be handed over to them as “kickbacks” for their accrual and for avoiding artificial reduction of payment amounts.
Subordinates transferred the money to the accountant’s bank card, who then passed the funds to the head of the administration.
According to the pre-trial investigation, the total amount of undue benefits received by the officials amounted to more than 930 thousand hryvnias.
On September 25, Viktoriia Shchaslyva was notified of suspicion of receiving undue benefits by an official, by prior conspiracy of a group of persons (Part 3, Article 368 of the Criminal Code of Ukraine).
It should be noted, Shchaslyva worked from 2003 to 2007 as a teacher-organizer at Ivanivska Secondary School No. 2.
In 2007 she became a specialist in the juvenile affairs service of the Ivanivska District State Administration. From July 2007 to 2013 she worked as a specialist in guardianship, custody and adoption matters.
From 2013 to 2015 she was an administrator at the Ivanivska District State Administration.
In October 2015 she was transferred to the position of administrator of the sector for providing administrative services of the RDA apparatus, and in October of the same year elected as a deputy of the settlement council. From November 2015 to November 2020 she worked as secretary of the Ivanivska village council.
Since November 2020 to the present, she has served as the first deputy head of the settlement.
