In two days the Civil Protection Department of the Kherson City Council awarded tenders worth UAH 68.9 million.
As indicated on Prozorro, in the period from March 15 to 19 the Civil Protection Department concluded 18 contracts related to the repair of the simplest shelters in Kherson.
The contracts were concluded with local companies and entrepreneurs, most of whom are already fairly well known in the construction sector, but there were also those who have only just started their business path.
Traditionally for Kherson, all contracts were stolen without holding a tender. Such a simplified procedure is justified by martial law.
Thus, services were ordered from LLC “Planeta RS” – this is a company 50% of which belongs to the wife of the former head of the state concern “Ukroboronprom” Roman Romanov – Lyudmyla Romanova. This company quite often receives construction contracts in Kherson and the region. Just last year goods and services worth over UAH 22 million were ordered from it. This time the company received a contract to repair a shelter worth UAH 4 million.

The next two contracts worth 3.8 and 2.7 million UAH were signed with entrepreneur from Antonivka Ihor Sidko. He is also no stranger to the Kherson authorities and has already repaired shelters in Kherson, in the Dariivka community and at the regional hospital. He is also no stranger to the ex-official from the Kherson OVA Pavlo Kozyrev, who was caught taking a bribe. In particular, until the end of March 2023 Pavlo Kozyrev was a co-owner of LLC “D.I.S. Bud”. The co-owners of that company were Oleksandr Romaniuk and Ihor Sidko. By the way, last year in one of the estimates for repair of a shelter performed by Sidko, MOST journalists found inflated prices for materials.


Two more contracts were received by Kherson entrepreneur Dmytro Kovtun. He registered as an individual entrepreneur only in January this year, and the contracts worth 6.5 and 3.1 million with the Civil Protection Department of the Kherson City Council became the first in his entrepreneurial career. By the way, in one of the estimates of “Dima the foreman”, which MOST journalists checked, we also found overpayments.


Two contracts from the Civil Protection Department of the Kherson City Council also went to entrepreneur from Chornobaivka Oleg Butenko. He registered as an individual entrepreneur in January last year and since then has received contracts only from the Civil Protection Department.

Note that Oleg Butenko is also the director of Kherson LLC “Dniprburservice”.
In 2024 the company received a contract related to the capital repair of a shelter in the Kherson Regional Hospital, and last year on its second attempt it became the winner of a tender for the construction of a hospital shelter already valued at almost UAH 35 million.
By the way, in the first procurement the company competed with LLC “D.I.S. Bud”, which is close to Pavlo Kozyrev.
The next two contracts worth 2.9 and 4.3 million UAH were concluded with Kherson entrepreneur Oleksiy Troynyakov.


Until September 2023 Troynyakov was the contact person at that same LLC “D.I.S. Bud” of Pavlo Kozyrev.
Since April 2024 Troynyakov, as an individual entrepreneur, began receiving construction contracts from the Civil Protection Department of the Kherson City Council and the Kherson Regional Municipal Emergency Rescue Service. In one of the estimates that Troynyakov provided after receiving one of the tenders from the Kherson City Council, MOST journalists found overpayments on equipment.
Former deputy of the Bilozerka District Council Denys Makhynya was not left without new contracts either. He was awarded contracts worth 3.4 and 3.014 million UAH.


In January 2020 Makhynya registered as an individual entrepreneur and since then has participated in tenders related to repair and construction. He is also the owner of Odesa LLC “Geometrium Bud”, which also receives contracts. For example, last year HOKARS signed a contract with the company for the repair of a shelter for UAH 7.3 million.
The next two contracts were signed with the also fairly well-known Kherson LLC “Teren”. The company received contracts for 4.3 and 3.1 million UAH.


The owners of LLC “Teren” are Kherson residents Viktor and Svitlana Khodykin, and among the managers listed is Mykola Khodykin. Viktor and Mykola Khodykin ran for the Suvorov District Council in 2020 from the All-Ukrainian Union “Fatherland” party.
The Khodykins are fairly well known in Kherson, and LLC “Teren” has worked for many years in the local construction market. Also each of them periodically receives contracts as individual entrepreneurs.
The company was previously caught overpaying, yet it continues to receive orders in Kherson. In addition, at the end of last year law enforcement began an investigation into possible price inflation during the repair of a Kherson shelter that may have been carried out by LLC “Teren”.
The next contracts to repair two simple shelters were received by local entrepreneur Lyubov Marushchak.


Previously she was engaged in retail sales of flowers and pet food, but last year she decided to change specialization and entered the construction business. And she succeeded quite well, because 18 days after registering the new individual entrepreneur she received two contracts immediately totaling UAH 6.8 million.
As MOST journalists found out last year, Lyubov Marushchak has close ties with Kherson entrepreneur Radyslav Fainshtein.
He has been in business for about 20 years and until 2024 he specialized in retail trade, then he decided to move into the construction sector. It was then that Radyslav Fainshtein began receiving construction contracts without competition in Kherson. The largest of these were orders from the Civil Protection Department of the Kherson City Council. Of course, the orders were for shelter repairs.
And this time he was also commissioned to repair a shelter worth UAH 3.6 million.

The last company that at the time of writing this material received two contracts from the Kherson City Council is LLC “Budivelny Alliance”.
The company was founded back in 2003 in the city of Dnipro, but since November last year it was re-registered to a Kherson address in the Ostriv neighborhood. The owner of “Budivelny Alliance” is Oleksandr Korovayko, who is registered in the temporarily occupied settlement of Velyka Lepetykha. And that is basically all that is known about him.
Interestingly, almost immediately after the company was registered in Kherson, it began actively receiving contracts for shelter repairs and the development of design and estimate documentation. The only customer of “Budivelny Alliance” remains the Civil Protection Department of the Kherson City Council.
And this time it was also commissioned to repair two shelters for UAH 4.1 and 4.5 million.


Recall that the Civil Protection Department of the Kherson City Council is headed by former law enforcement officer Mykola Prusov. He took this position a few months after Yaroslav Shanko – also a law enforcement officer – became the head of the Kherson MVA.
