The Security Service of Ukraine has notified of suspicion against 21-year-old resident of the village of Moskalenka in Henichesk district, Yevhen Hurtovenko. He is suspected of assisting the aggressor state by transferring SIM cards for use by Russian military in strike drones.
This is stated in the text of the suspicion, which is published on the website of the Office of the Prosecutor General.
According to the investigation, on 24 June 2025 Hurtovenko established contact via the Viber messenger with Russian citizen Maxim Prudnikov, who, according to law enforcement, is connected to the Russian armed forces.
During the correspondence, the suspect received an order to purchase and transfer SIM cards of the Ukrainian mobile operator “Kyivstar”, which were to be activated on territory controlled by Ukraine.
According to the investigation, the SIM cards were planned to be used in drones of the “Geran” and “Orlan” types.
To fulfill the order, Hurtovenko involved his cousin, who lived in territory controlled by Ukraine and did not know about the criminal intentions. In July 2024 the SIM cards were purchased, activated in Odesa and sent by international mail to the temporarily occupied territory of Crimea.
In September–October 2024 these SIM cards, according to the investigation, were forwarded to the 294th State Center of Unmanned Aviation of the Ministry of Defense of the Russian Federation in Moscow Oblast.
Furthermore, law enforcement determined that in October 2024 the suspect organized the collection, activation and transfer of another 500 Kyivstar SIM cards, which were also intended for use by Russian military drones during hostilities against the Defense Forces of Ukraine.
Yevhen Hurtovenko is charged with committing a criminal offense under part 1 of Article 111-2 of the Criminal Code of Ukraine — assistance to the aggressor state.
