SBU investigators announced a suspicion against a resident of Kakhovka and former pseudo-deputy Vitaliy Horbach.
This is stated in the text of the suspicion, which is published on the website of the Office of the Prosecutor General.
According to law enforcement, in the summer of 2023 Horbach put forward his candidacy in the illegal elections to the so‑called Council of Deputies of the Nova Kakhovka urban district. In September of that year the occupation administration declared him a deputy from the party “United Russia”.
In addition to the deputy mandate, he received leadership roles in illegal commissions. Initially Horbach dealt with land issues, and later he headed the commission on industry, urban planning and support for entrepreneurship. Later he was also entrusted with matters of budget and investments.
Also, at the end of 2023 he appeared in video greetings for propaganda Telegram channels, where he supported Russia’s aggression against Ukraine.
Vitaliy Horbach is suspected under Part 5 of Article 111-1 of the Criminal Code of Ukraine — collaborationist activity.
It should be noted that last summer Horbach was stripped of his deputy powers early, and later it became known that he was detained by representatives of Russian special services. Horbach was suspected of involvement in the fraudulent schemes of the former head of the occupation administration of the city Vitaliy Gura.
