The Civil Protection Department of the Kherson City Council ordered radio-electronic reconnaissance devices and drone video signal interception equipment.
As indicated on Prozorro, the department ordered 53 Whoover 3.3 drone detectors for a total amount of 1,288,218 hryvnias. That is, they will pay 24,306 hryvnias per device.
Funding is provided from the local budget of the Kherson community.
The supplier is listed as the Kyiv LLC “Артефакторія”.
According to data from the analytical system YouControl, the director and one of the co-founders of LLC “Артефакторія” is Marianna Andriasyan. She is also registered as a sole proprietor (FOP) and provides consulting on commercial activity.
Two other founders are Oleksii Harashchuk from the Zhytomyr region. He also has an FOP with the KVED “Research and experimental development in other natural and technical sciences”. The third founder is Vardan Vardanyan from the city of Slavutych.
Recall that earlier the Civil Protection Department had already ordered the same devices.
Also note, as volunteers told MOST, who themselves have repeatedly purchased such equipment, buying these interceptors other than from the manufacturer is impossible. In addition, due to the huge queue, new orders are simply not accepted.
