The occupation administration of the Kherson region published statistics for 2025, according to which almost 15 thousand local residents received referrals for treatment to other regions, mostly to occupied Crimea.

According to the so‑called OMS fund, during the year 14 936 referrals were issued. The vast majority of patients — more than 13 thousand people — were referred to Crimea. Another over 1,3 thousand people were sent to the occupied part of Zaporizhzhia region. The most referrals were issued by hospitals in Skadovsk (4 095), Henichesk (3 843) and Kakhovka (1 839).
The official reason for issuing referrals on form 057/u, as the occupiers write, — the absence of necessary equipment or specialist personnel in local facilities.
Recall that at present there is an acute shortage of qualified doctors in the occupied territories of the Kherson region, and residents very often have to travel to Crimea to receive medical services.
Thus, in the occupied Novokakhovska community only one general practitioner remains, about seven doctors of other specialties and about a dozen nurses.
Against this background, in the Russian Federation they constantly announce the allocation of funds for hospitals in the temporarily occupied territories of Ukraine.
According to the occupiers themselves, with medical services only 34% of the population are satisfied in the left-bank Kherson region.
