The Security Service of Ukraine has informed Hola Prystan resident Lyudmyla Cheban of suspicion. She is accused of voluntarily being elected to illegal government bodies created in the temporarily occupied territory.
The text of the suspicion was published on the website of the Office of the Prosecutor General of Ukraine.
The investigation established that in July 2023 Cheban was elected a deputy of the so-called “Council of Deputies of the Hola Prystan Municipal District of the first convocation.” After her appointment she also headed one of the illegal bodies.
The collaborator systematically participated in public events of the occupation authorities and promoted a pro-Russian model of governance in the territory of the Hola Prystan district.
On July 8, 2025 she was in the village of Bekhtery in Skadovsk district, where she officially communicated with representatives of the occupation structures. The events were used by the occupation administration to spread narratives about the local population and the bodies of the occupation authorities.
On July 10 and 12, 2025 Cheban took part in training events for representatives of the occupation authorities, which were used to form among the population the perception of “professionalism” and “legitimacy” of the officials of the occupation administration.
On July 15, 2025 the collaborator was in the village of Zaliznyi Port in Skadovsk district, where on behalf of the illegal body of the occupation authorities she held an event called “Neptune Day.” These activities were aimed at promoting Russian authority and legitimizing the presence of the aggressor state in the humanitarian sphere.
On July 21, 2025 Cheban visited the village of Chulakivka in Skadovsk district, where she organized the so‑called “act of kindness,” in particular distributing sweets to children and householders. These actions were carried out to increase pro‑Russian sentiments and artificially create dependence on the occupation administration.
On July 22, 23 and 25, 2025 Cheban participated in a training seminar dedicated to business communication issues and the specifics of Russian Federation legislation in the so‑called new regions.
On July 29, 2025 the collaborator was in the village of Virivka in Skadovsk district, where she transferred sports equipment to the boxing section, contributing to the formation of a positive image of the occupation administration and its representatives among young people.
On July 30 and August 6, 2025 Cheban visited the villages of Zaliznyi Port and Zaliznyi Port II of the Hola Prystan district, where she held citizen receptions, received statements and appeals from local residents. This activity was used to foster dependence of the population on the occupation authorities.
In addition, Cheban directly participated in the adoption and approval of decisions and documents of the illegal governing body in the temporarily occupied territory of Ukraine.
