All 25 Kherson “Points of Invincibility” have switched as of December 13, 2025 to round-the-clock operation. Kherson residents who, as a result of the power outage in the city and most of the right-bank Kherson region, were left not only without electricity but also without heating and water, can come to any of these points to warm up, have a cup of tea or coffee with cookies, and if necessary  – work and even spend the night. This is what the city authorities reported. 

Reporters of the online media MOST visited one of these points located in the Tavriyskyi neighborhood of the city.

As many as two Christmas trees

“It should be festive”, – says Olena, the person responsible for this “Point of Invincibility”.  

There are New Year trees here – as many as two – directly in the building and in the shelter.

According to Olena, the Point is supplied with everything necessary for round-the-clock operation: “There is technical and drinking water, there is a supply of food: canned goods, biscuits, coffee, tea, sugar. There is a generator and fuel for it. There are heaters. We also have a refrigerator, microwaves, electric kettles. For emergencies there are flashlights”.

The person responsible for the “Point of Invincibility” says that it is guarded by employees of the “Municipal Guard”, and there is also its own guard. The Point’s functioning is provided by personnel on duty.

During the day, mostly Kherson residents who work remotely and needed power for their laptops came to the Point. Those who needed to charge gadgets also came. 

“If, – says Olena, – someone needed to work but had no opportunity to leave a child with someone, we have conditions for children to stay. There is a playroom where you can find toys, playdough, puzzles. This room also has children’s books”.

The woman shows a room with sleeping places. There are folding beds covered with gray blankets. On each bed – a set of bed linen in special packaging. Olena says that all the linen – is new. 

“During the day, – the person responsible for the “Point of Invincibility” recounts, – people came to us to work, charge gadgets, just warm up. And some of them said they would come to spend the night with us because there is no heating in their apartments. We are ready to accept such people”.

This – is not the first blackout

The head of the Civil Protection Department of the Kherson City Council, Serhiy Tarasenko, says that Kherson already has a set procedure of actions in case of a blackout: “Blackouts have been occurring for more than one year now. We know how to work with this, how to get out of these situations. There are stocks of fuel and lubricants, instant food, drinking and technical water”.  

According to Serhiy Tarasenko, each of the “Points of Invincibility” is equipped with a certain number of sleeping places: usually 10-15 places with the ability to increase them by approximately 50. 

There are also distribution points in Kherson where residents can receive technical and drinking water. Serhiy Tarasenko says that to get information about the location of the nearest such point, you should call the “hotline”: 0800-101-102. And they will tell you where it is best for a person to go in order to spend as little time as possible on the streets of the shelled city. 

In the near future, it is planned to set up additional heating points in Kherson: stationary and mobile.
