According to the Regional Digital Transformation Index for 2025, the Kherson region took fourth place among frontline regions, scoring 44 points.
The results were published by the Ministry of Digital Transformation of Ukraine.
The highest score was received in the “Digital Skills” direction – the level of digital literacy of the population and the development of IT talents was assessed at 72.05 points.
The digital economy subindex reached 40.03 points, which allowed the region to outperform other frontline regions on this indicator.
The level of development of digital infrastructure, which covers communications and cybersecurity, is 49.46 points. The digitalisation of public services was assessed at 48.29 points.
At the same time, the level of digital transformation of communities is 21.3 points. The Kherson Regional Military Administration noted that this area has been identified as a priority for further work, in particular for the implementation of e-governance systems and strengthening local human resource capacity.

The Ministry of Digital Transformation clarified that the maximum score is 100 points and is formed based on 126 indicators.
Thus, the implementation of innovations in the region is coordinated by the CDTO of Kherson region, Oleksandr Tolokonnikov.

Earlier it was reported that Kherson region entered the top three leaders in Ukraine for digital address verification.
