Law enforcement officers have notified the director of a construction company and a technical supervision engineer of suspicion of embezzling public funds during the repair and reconstruction of a shelter in the Kherson region. The total amount of the damages exceeds 5.5 million hryvnias.

According to the investigation, at the end of 2023 the director of the contracting firm concluded contracts with one of the village councils of Kherson district for the major repair of a shelter in a central lyceum. When signing the certificates of completed works, he inflated the scope and cost of works and materials.
As a result, the company received over 4 million hryvnias, of which more than half a million – without justification.
The technical supervision engineer, who was supposed to check the actual scope and quality of the works, in fact did not do so and approved the documents formally. As a result, the community’s budget lost almost 490 thousand hryvnias.
In 2024, according to law enforcement, the director of the same company, following a similar scheme, concluded a contract with one of Kherson’s medical institutions. It concerned the reconstruction of a protective structure and the arrangement of a dual-purpose room – a shelter and a place for providing medical assistance. In the reporting documents, the volumes of work and materials were again inflated, which led to unjustified payments from the budget totaling over 5 million hryvnias.
The company’s director is suspected of embezzlement of budget funds on an especially large scale and official forgery (part 4, 5 of Art. 191, part 1 of Art. 366 of the Criminal Code of Ukraine). The technical supervision engineer is charged with official negligence (part 2 of Art. 367 of the Criminal Code of Ukraine).
