New details have emerged in the case of the disappearance of a 15 million UAH advance allocated for the construction of a shelter for a school in the village of Borozenske, Beryslav district, Kherson region.
As stated in a piece by the organization “Civic Control”, despite the decision of the Commercial Court of the Odesa region about the recovery of the advance and penalty sanctions from the contractor company, the funds were not actually returned, and there have been no effective actions by the client or the education management authorities.
This concerns a contract worth 68.1 million UAH, under which LLC “Karat Finance” received a 15 million UAH advance, but never began construction work and did not report on the use of the funds.
At the same time, despite the disappearance of the advance, the Ministry of Education approved the holding of a repeat procurement for the construction of the shelter. The new contract again provides for a significant advance payment, and an analysis of the estimates carried out by civil society organizations revealed a probable overpricing of at least 11.5 million UAH and an overall overpricing of material costs by an average of 83%.
It should be noted, as MOST previously wrote, that at the time of concluding the contract with LLC “Karat Finance” the owner of the company was an entrepreneur from the Kharkiv region, Pavlo Babenko, who suddenly passed away at the end of 2024.
According to MOST’s sources, the man was reportedly found dead in a car, and later it turned out that the 15 million UAH that the company received as an advance for the construction of the shelter had disappeared from its accounts. In other words, where the money went is unknown.
