A resident of Beryslav, Viktor Kostyan, who during the occupation of the city voluntarily headed the district hospital, was sentenced to 10 years in prison.
This is stated in the relevant court verdict.
In July 2022, Viktor Kostyan at a general meeting of employees of the Beryslav Central District Hospital announced that the occupation administration had appointed him “acting chief physician”. In this “position” he performed organizational and administrative functions for the benefit of the Russian Federation. In particular, he re-registered the medical institution under Russian legislation, implemented Russian standards of treatment and reporting in rubles, urged staff to transfer to work in the fake institution, and provided premises and the hospital grounds for the placement of personnel and equipment of the occupying forces.
Despite the lawyer’s arguments that Viktor Kostyan was in a “depressed state” due to possible pressure, the court found his actions to be voluntary and purposeful.
In addition to the prison term, the court banned Viktor Kostyan from holding positions in government bodies, local self-government and healthcare institutions for 15 years, and decided on the confiscation of all property that belongs to him as private property.
Prior to the position “chief physician” Viktor Kostyan worked as acting deputy director for polyclinic work and the assessment of temporary incapacity at the Beryslav Central District Hospital.
He also previously taught at the Beryslav Medical College.
In 2020 Kostyan ran for the Beryslav City Council from the Volodymyr Saldo Bloc.
