The occupation election commission of Kherson region accepted documents from Ihor Shchepelin, whom the Russian party “A Just Russia — For Truth” nominated as a candidate in the elections for deputies of the State Duma of the Russian Federation in the temporarily occupied territory of Kherson region.

Ihor Shchepelin — a former employee of the Korabelnyi District Council in the city of Kherson. In 2010 he was elected to the Komsomolska District Council of Kherson from the “Party of Regions”, and in 2015 he ran for the same council from the “Our Land” party. In 2016–2017 he worked as head of the legal department and chief specialist for legal matters of the executive committee of the Korabelnyi District Council.
After the occupation of part of Kherson region, Shchepelin sided with the Russians. According to Ukrainian investigators, in March 2023 he registered the regional branch of the Russian party “A Just Russia — For Truth” in Henichesk and headed it. He later organized party meetings where candidates for the illegally created occupation authorities were approved.
During the illegal elections in September 2023, Shchepelin urged residents of temporarily occupied Kherson region to take part in the voting organized by the occupation authorities. After the conclusion of the sham elections, he received a mandate as a so-called deputy of the occupation Kherson Regional Duma.
Херсонський міський суд заочно found Ihor Shchepelin guilty of collaborationist activity. He was sentenced to 10 years of imprisonment with confiscation of property. In addition, as part of the criminal proceedings the court seized part of his apartment in Kherson.
