More than half of the residents of the Kherson community report that compared with the previous month their physical or psycho-emotional condition has worsened substantially or significantly.
This is stated in a study carried out by the NGO “Community Foundation of the City of Kherson “Zakhyst” within the project “Voice of Kherson residents for community resilience and recovery”.
At the same time, overall self-assessment indicators remain relatively stable — just as at the start of the monitoring measurements in 2023, the study says.
Currently, 43% of respondents described their psycho-emotional state as average, compared to 54% in 2023. The share of people giving the lowest ratings increased by 11%, while the number of those who rated their condition highly changed little and remains within the margin of statistical error.
Researchers emphasize that these figures indicate not an improvement in the situation, but people’s adaptation to prolonged extreme living conditions. Despite the fact that the situation in the city is becoming more difficult year by year and even month by month, there is no sharp “collapse” in the condition of Kherson residents.
Note that according to OVA data, as of November 2025 there lived about 60 thousand residents in Kherson.
Recall that at the end of last year the Kherson community approved a civil protection program for the population and territories against emergencies. It will take effect in 2026 and run through the end of 2028.
