In December 2025 the National Police of Ukraine opened a criminal proceeding regarding Artem Trofymchuk, a deputy of the Kakhovka City Council from the “Propozytsiya” party. It was opened on signs of a criminal offense under Part 1 of Article 366-3 of the Criminal Code of Ukraine — failure to submit annual declarations for 2021–2023 by a person authorized to perform the functions of the state or local self-government.

At present, Trofymchuk’s declarations for 2021–2023 are absent from the Unified State Register of Declarations.
The deputy timely submitted the declaration for 2024, but with obvious violations. It is completely “empty” and contains no information about members of his family, about the dwelling in which he actually resides, about income and savings, about membership in public organizations, and so on. However, according to YouControl data, Artem Trofymchuk is a co-founder and member of the public organization “Kakhovka District Football Federation”. He is also a co-founder of the Kakhovka LLC “Vetros”, which has been in liquidation since 2015.
According to the Center for Journalistic Investigations, Artem Trofymchuk has not relinquished his powers as a deputy of the Kakhovka City Council and is located on territory controlled by the government of Ukraine. The Kakhovka community itself has been under occupation since 24 February 2022.
Even before Russia’s full-scale invasion of Ukraine the court found him guilty of violating financial control requirements for failing to submit annual declarations for 2016, 2017 and 2019.
For failing to submit declarations for previous years, Artem Trofymchuk faces a fine of from 2,500 to 3,000 non-taxable minimum incomes of citizens, or community service for a term of 150 to 240 hours, or restriction of liberty for up to two years, or imprisonment for one year, with deprivation of the right to hold certain positions or engage in certain activities for up to three years.
