On March 4, 2026, the Cabinet of Ministers of Ukraine adopted a resolution that for the first time establishes clear criteria for classifying agricultural lands as risk zones.
This is stated on the Ministry of Economy’s website.
According to Deputy Minister of Economy Taras Vysotskyi, this step will help farmers maintain production, cover rental costs and minimum taxes. The status “risk zone” will be granted along two directions – climatic (when soil moisture level is less than 80 mm during critical periods for winter and spring crops, confirmed by laboratory tests) and military (for plots within a radius of up to 50 km from the border with the Russian Federation or the front line, as well as territories with mine hazards).
To obtain the status, farmers must be registered with DAR and submit an application by July 1.
The military criterion will be checked automatically through digital interaction between the DSNS, the State GeoCadastre and the Ministry of Economy.
