In the village of Dudchyne of the Tavrychanska rural community in the Kakhovka district of Kherson region a new head of the occupation administration was appointed. Her name is Viktoriia Dovbnia. Changes also took place in the village of Kostohryzove of the Zelenopidska rural community, where the head became 56-year-old Iryna Krysina.

According to CJI, Viktoriia Dovbnia worked in the Tavrychanska village council before the full-scale Russian invasion. The previous head of the village’s occupation administration, Ruslan Kovalchuk, was removed from his post, likely due to a prolonged illness. He was last mentioned in occupation resources in October 2024.
Viktoriia Dovbnia is the daughter-in-law of the head of the occupation administration of the village Tavrychanka Oksana Dovbnia. Before the war she headed the local House of Culture. According to CJI, after the arrival of Russian troops she took part in the persecution of local residents.
Viktoriia Dovbnia’s husband — Mykola Dovbnia, who previously led the municipal enterprise “Ritm” in the Tavrychanska community, in 2022 headed an enterprise with the same name created by the occupiers. In September 2025 he voluntarily signed a contract with the Armed Forces of the Russian Federation, as his mother reported in an interview to Russian propaganda media.
In addition, in December the leadership of the occupation administration in the village of Kostohryzove changed. The acting head became Iryna Krysina, a former deputy head of the local gymnasium. According to CJI, after the occupation of the village she urged teachers to cooperate with the occupation authorities, after which she received a position in the administration.
