The Kherson Recovery Service has begun pre-design works for the construction of a new administrative building in Posad-Pokrovske.
As stated on the Prozorro portal, on October 7 the service signed a contract with the Kyiv-based LLC “Construction-Investment Group Capitals”, which will carry out the pre-design works that will precede the development of the main project and the actual construction.
The development of the documentation will continue until November, after which an expert assessment should take place. The contractor will be paid UAH 294,000 for this work.

According to YouСontrol, LLC “Construction-Investment Group Capitals” has been operating since 2018 and is engaged in the construction of residential and non-residential buildings. The company is owned by Kyiv resident Oleksandr Kulak.
Previously the company worked mainly in Kyiv, receiving orders from the Service for Restoration and Development of Infrastructure in the Kyiv region, and it will be the first time performing works in the Kherson region.
Recall, the village of Posad-Pokrovske is located in the Chornobaivka community of the Kherson region. Most buildings in the village were destroyed during the hostilities on the right bank of the region in 2022.
In spring 2023 the settlement was included in the comprehensive reconstruction project. Reconstruction in Posad-Pokrovske began, but stopped in 2024.
In August it became known that the Cabinet of Ministers again allocated funds for the village’s reconstruction. As of 2025 in the village of Posad-Pokrovske not a single house has been 100% rebuilt.
Currently in Posad-Pokrovske about 800 people live, of whom 110 are children.
