In the Kherson city territorial community, the main principles for the development of the outdoor advertising sector were approved, as well as a collection of standard special structures and a scheme for the placement of amenity elements related to outdoor advertising.
The corresponding order was signed by the head of the Kherson MVA, Yaroslav Shanko.
The document was adopted in view of the results of an analysis of the state of the advertising environment carried out in 2023. The study showed a significant oversaturation of the community with ground-based and facade advertising, particularly in the central part of Kherson, on arterial streets and near markets. The quantitative growth of advertising structures was accompanied by low quality, outdated design and chaotic placement.
It is noted that a significant portion of advertising media has been in use for many years, does not meet modern aesthetic and technical requirements and negatively affects the visual image of the community. A survey of residents also confirmed the unsatisfactory condition of the advertising-information environment and the need for drastic changes.
The new principles provide for systematic planning of advertising placement locations, optimization of the number and types of advertising structures, consideration of building architecture, historic zones and the natural landscape. Special attention will be paid to reducing the chaotic placement of projecting structures, advertising in window openings and on building facades.
The document also provides for the implementation of advertising-information zoning of the community’s territory and strict compliance with the requirements of current legislation. The placement of outdoor advertising must correspond to the scale of development, not create obstacles to the movement of vehicles and pedestrians and harmoniously combine with the urban space, the order states.
