The head of the Kherson City Military Administration, Yaroslav Shanko, signed an order approving the Program for the restoration and energy modernization of the community’s heat management for 2026–2028. The total amount of funding for the measures is estimated at over 2.3 billion hryvnias.
The corresponding order was published on the city council’s website.
As stated in the Program, the city plans to move away from outdated systems and switch to “smart” heat supply. That is, to install modern individual heating units and move to 100 percent heat metering in buildings.
For the program’s implementation the largest amount — 1.33 billion — was allocated for 2028, while in 2026 and 2027 expenditures will amount to 625.5 and 348.2 million hryvnias, respectively.
In addition to the local budget and “Khersonteploenergo”’s own funds, state subsidies and grants from international donors will be used to implement the Program.
Recall, on December 4 as a result of systematic Russian shelling the Kherson CHP stopped operating. It is impossible to predict the timing of restoration due to the danger to repair crews.
According to the latest data from the Kherson Regional Military Administration, without heating in the city 10 thousand subscribers remain. Some have already begun to receive heaters.
