The Kherson City Court handed down a sentence to the former head of the children’s service of the Central District Council, Marina Osokina.
As stated on the EDRSR website, the ex-official was found guilty of official negligence that led to serious consequences for a minor child.
According to the case materials, since May 2023 five children whose parents systematically ignored their duties were registered with the service. For two years the service received official reports from medical staff and teachers that the children lived in inadequate conditions and that their health and lives were in danger. Service employees documented these facts during inspections, but the children were not removed from the family.
On April 29, 2025, a boy who remained in the family fell out of a fifth-floor window. The child survived but sustained serious injuries.
During the trial Marina Osokina admitted guilt and reached an agreement with the prosecutor.
The court found her guilty and ordered her to pay a fine of 34,000 hryvnias.
She left her position in the children’s service and currently heads the general department in the executive committee of the same district council.
Recall that earlier this year the head of the Kherson Regional Military Administration Oleksandr Prokudin reported about pressure from the leadership of the Kherson Regional Prosecutor’s Office on employees of the children’s service. According to him, this could have been related to a personal conflict between him and the regional prosecutor.
It is likely that one of the people whom Prokudin said were pressured is the convicted Marina Osokina.
