The Kherson City Court handed down a verdict to the head of the out-of-staff military-medical commission of the Kherson City Clinical Hospital named after Afanasy and Olga Tropiny, Iryna Rudchenko. The rheumatologist was found guilty of receiving an undue benefit for falsifying documents on unfitness for military service.
This is stated in the relevant court verdict.
According to the case materials, Iryna Rudchenko acted together with an accomplice — a medical service feldsher. During May–September 2025 they established a mechanism for obtaining money from persons liable for military service.
In July 2025 the accused, through an intermediary, received 900 US dollars in two tranches for issuing a certificate of temporary unfitness for service for a period of 2 months.
In September 2025 the woman demanded another 800 US dollars (received in two parts) for a similar service for another person, as well as for declaring a man “fit for service in support units”, which in fact allowed avoiding being sent to the front.
The total amount of the documented bribe was 1700 US dollars (more than 70 thousand hryvnias at the NBU exchange rate at that time).
During the court hearing Iryna Rudchenko fully admitted her guilt and agreed to cooperate with the investigation. She concluded a plea agreement, undertaking to expose another participant in the scheme — an accomplice who helped collect the funds.
The court took into account the defendant’s sincere remorse, her active assistance in uncovering the crime, the absence of prior convictions, and the fact that she supports a husband with a Group I disability.
On March 9, 2026 the court approved the agreement and imposed a sentence – a fine in the amount of 4200 non-taxable minimums, which amounts to 71 400 hryvnias, a ban on holding positions within military-medical commissions for 3 years and a special confiscation in favor of the state of 14 624 hryvnias, which were identified as illegally obtained profit.
At the same time the court lifted the defendant’s house arrest and returned to her part of the funds seized during searches (more than 4000 dollars and 43 thousand hryvnias), which were not directly related to the proven episodes of bribery.
