The Department of Capital Construction of the Kherson City Council ordered a multi-million repair of the shelter at a gymnasium from a company that has already been caught overpaying.
As indicated on Prozorro, on 15 December 2025 the department headed by Denys Kholodov signed a contract with the local LLC “Teren”.
The contractor is to carry out a major overhaul of part of the basement premises to arrange the simplest shelter for Kherson Gymnasium No. 1. The cost of the works is 10 306 462 UAH.
The list of resources that LLC “Teren” must use during the repair was also published on Prozorro. After analysing the document, MOST found some rather interesting items that raise questions.
For example, the price of a vibration coupling insert offered by the contractor is 1 300 UAH/pc, while on the official supplier of pipeline fittings’ website a similar item can be found for 840 UAH/pc (without delivery).

Two sets of fire hydrant valves with hose that LLC “Teren” offers the department at 4 900 UAH/pc, while on a fire equipment supplier’s website valves with similar characteristics are sold for 2 499 UAH/pc (without delivery).

Or the price for a grinding wheel in the resource list is 416 UAH/pc, while at one of the largest retail building stores a similar wheel costs 110 UAH/pc (without delivery).

At the same time, greater risks are hidden not in these small items but in equipment with vague descriptions. For example, a video panel costing 26 800 UAH/pc, an unknown generator for 1 674 000 UAH/pc, a switch for 15 500 UAH/pc, etc.

Due to the lack of a clear description and technical specifications, it is impossible to verify the adequacy of these prices, and therefore potential overpayment could amount to tens of thousands of hryvnias here.
As MOST previously wrote, the owners of LLC “Teren” are Kherson residents Viktor and Svitlana Khodykiny, and among the managers listed is Mykola Khodykin.
Viktor and Mykola Khodykin ran in 2020 for the Suvorov District Council from the All-Ukrainian Union “Fatherland” party.
In Kherson the Khodykiny are fairly well-known, and LLC “Teren” has operated for many years in the local construction market. Each of them also periodically receives contracts as sole proprietors.
The company was earlier caught overpaying, yet it continues to receive orders in Kherson.
In addition, at the end of last year law enforcement authorities launched an investigation into possible price inflation during the repair of the Kherson shelter, which could have been carried out by LLC “Teren”.
