In Muzykivka, the area around the veterans’ space will be arranged.
As indicated on the Prozorro portal, the Communal Institution “Center for the Provision of Social Services” of the Muzykivka Village Council ordered construction services for UAH 133.6 thousand.
According to the contract, the contractor must lay foundations of crushed stone and prepare the soil, pave the area with paving slabs, install concrete curbs and carry out finishing construction works.
This will be carried out by LLC “Planeta RS”. The company was registered in Kherson in February 2021. Co-owners of the company are Ihor Startsev and Liudmyla Romanova, each owning 50% of the charter capital.
Liudmyla Romanova is the wife of Roman Romanov, who during the presidency of Petro Poroshenko headed the state concern “Ukroboronprom”, and now lives in the USA.
Romanov, during the time he was the general director of “Ukroboronprom”, gained a scandalous reputation due to a series of abuses at defense enterprises, as well as due to questionable personnel decisions. He also reacted very negatively to criticism directed at him. In particular, he called “bots” the journalists who wrote about abuses in “Ukroboronprom”.
Ihor Startsev, in turn, besides his share in LLC “Planeta RS”, is the founder of a “Construction Company” in Odesa.
The contract for arranging the area around the veterans’ space was awarded to LLC “Planeta RS” without competition, as were most of the contracts it receives in the Kherson region.
