A judge from Kherson region Inna Haidarova did not confirm her ability to administer justice in the appellate general court based on the results of the qualification assessment of the High Qualification Commission of Judges of Ukraine.
The relevant decision was adopted by the HQCJ on 20 January 2026 during a collegiate meeting, within which interviews of candidates for the positions of judges of the Odesa Court of Appeal were held.
As a result of the assessment Inna Haidarova scored 417.24 points, which proved insufficient to pass the competition.
It should be noted that on 17 January 2014 Haidarova was appointed to the position of judge of the Rovenky City Court of Luhansk Oblast for a term of 5 years.
By decree of the President of Ukraine dated 21 April 2015 she was transferred within the five-year term from the Rovenky City Court of Luhansk Oblast to serve as a judge of the Suvorovskyi District Court of the city of Kherson.
On 22 August 2016 she was transferred within the five-year term from the Suvorovskyi District Court of the city of Kherson to the position of judge of the Kherson City Court of Kherson Oblast.
In 2019 the term of the judge’s authority expired, and she did not carry out judicial duties, and in 2021 Haidarova spoke out against the judicial reform.
In October of the same 2021 she filed a lawsuit asking the court to declare unlawful the inaction of the President of Ukraine with regard to the failure to issue a decree on her appointment to the position of judge of the Kherson City Court of Kherson Oblast within the prescribed period.
The Cassation Administrative Court within the Supreme Court, following the consideration of the case, by decision dated 23 December 2024 partially satisfied the claims. The court recognized as unlawful the inaction of the President of Ukraine regarding the failure to issue a decree on the appointment to the position of judge of the Kherson City Court within the period prescribed by law and decided to oblige the President of Ukraine to consider the submission of the High Council of Justice dated 23 February 2021 regarding the appointment of Haidarova to the position of judge of the Kherson City Court of Kherson Oblast.
In 2025 it became known that the judge had purchased an apartment in Odesa worth UAH 2.7 million.
In December 2025 she was appointed to the position of judge indefinitely.
In addition, on 20 January the HQCJ also considered the candidacy of Valentyn Bugrymenko, who confirmed his ability to administer justice in the appellate general court, scoring 704 points.
Recall that in October 2019 the President of Ukraine appointed Valentyn Bugrymenko to the position of judge of the Bilozerka District Court of Kherson Oblast.
Also, on 15 October 2024 the High Qualification Commission of Judges of Ukraine considered a submission regarding the secondment of Valentyn Bugrymenko to the Kherson City Court.

In total, 50 candidates applied for the competition to the Odesa Court of Appeal for 23 vacant positions.
