The Kherson City Court closed the criminal proceedings against technical supervision engineer Yurii Shatalov from the Dnipropetrovsk region, who was accused of official negligence during road repairs.
This became known from the court’s ruling.
The case concerns current repair works on the highway between the M-14 route and Nova Mayachka in the Kherson region, which the Department of Construction and Infrastructure Development of the Kherson Regional State Administration commissioned from LLC “Atlant-Nikopol”. Technical supervision of the works was carried out by Yurii Shatalov.
According to the investigation, the technical supervision engineer improperly verified the scope and quality of the completed work and signed the acts to which inaccurate data had been entered.
In particular, the documentation listed works and materials that were actually not performed or used.
For example, instead of the 5 cm of asphalt provided for in the project, the company laid only 4.2 cm. On this “savings” alone amounted to over 1.9 million UAH.
Additionally, the reports listed new road signs and 28 guide posts, which in reality were not found on the road.
Despite this, the engineer signed the certificates of completed works, after which the company received full payment.
Law enforcement authorities only launched the investigation in February of this year, classifying Shatalov’s actions under Part 2 of Article 367 of the Criminal Code of Ukraine — official negligence that caused grave consequences.
However, on April 8 the court decided to close the proceedings due to the expiration of the statute of limitations, since more than five years had passed since the alleged commission of the offense.
The court also left without consideration the civil claim of the Department of Infrastructure of the Kherson Regional State Administration for compensation for damages.
