The court set UAH 66.5 thousand bail for the technical supervision engineer suspected of official negligence during the construction of the “underground school” in Kherson. He was also prohibited from communicating with officials of the Kherson Regional State Administration.
This is stated in the relevant court ruling.
This concerns the construction of a radiation protection shelter for School No. 55 in the Shumensky neighborhood, which was supposed to be built by the shell company “Tensens”.
The quality and volume of the work were to be controlled by a certified engineer who simultaneously works at a branch of “Lvivgazvydobuvannya”.
According to the prosecution, during 2025 the man did not properly inspect the construction, but he signed four work completion certificates.
However, the forensic examination conducted in June 2026 revealed discrepancies. It turned out that “Tensens” substantially reduced the thickness of the foundation and used cheaper and less durable concrete than required by the approved project. In addition, the reports overstated the amount of rebar, metal mesh and insulating mastic used.
The total amount of inflated expenses in the documents amounted to UAH 10.3 million, which the Department of Civil Protection of the Kherson City Council unjustifiably transferred to the company.
In June this year the site supervision engineer was suspected of official negligence. Along with him, the former director of “Tensens”, who forged documents about the progress of the construction, was also suspected.
After that, investigators petitioned for bail for the engineer, since they believed the man might hide or pressure witnesses who had not yet been questioned.
Thus the court ordered the suspect to pay UAH 66.5 thousand in bail.
In addition, he must surrender his foreign passports, notify about any change of residence or work, appear at the first request of the investigation and not communicate with employees of the Department of Infrastructure of the Kherson Regional State Administration.
