The court found the former head of the occupation administration of Hola Prystan, Hennadiy Nedyalkov, guilty of collaborationist activities. Taking into account the totality of the committed crimes, he was given a final sentence of 12 years imprisonment with confiscation of all property.
This was stated in the court ruling.
The court established that in September 2023 Hennadiy Nedyalkov voluntarily took part in illegal elections to the occupation council of deputies of the so‑called Hola Prystan municipal district of the first convocation. As a result of the fake vote he received a mandate from the Russian ruling party “United Russia”.
Already on 19 September 2023 in occupied Hola Prystan Nedyalkov initiated his election to the position of head of this illegal council. Immediately after his appointment, in his capacity as head, he signed a number of pseudo-documents to ensure the functioning of the occupation body, in particular approving the regulations, creating permanent commissions and granting the fake council the rights of a legal entity.
For these actions the court qualified his conduct under part 5 of Article 111-1 of the Criminal Code of Ukraine (voluntary election to an illegal authority created in temporarily occupied territory).
For the new episode the court sentenced him to 9 years in prison, however by absorbing the less severe penalty imposed by the previous verdict of the Teplodar City Court of Odesa Oblast dated 9 July 2024, the final verdict became harsher.
According to the final court decision, Hennadiy Nedyalkov will serve 12 years imprisonment, will be deprived of the right to hold positions in state authorities, local self-government bodies or structures that provide public services for a period of 15 years, and will be left without any of his property through the procedure of full confiscation.
Nedyalkov – a native of Kherson. From 2014 to 2019 he was an assistant to People’s Deputy of Ukraine of the eighth convocation Denys Sylantyev.
In 2015 he ran for the Kherson Regional Council from the Revival party, and in 2020 he attempted to become a deputy of the Kherson City Council from the People’s Control party.
On 26 March 2022 the occupiers appointed him head of the so‑called Hola Prystan Military‑Civilian Administration.
In May last year Nedyalkov was dismissed from the post of head of the occupation council of deputies of Hola Prystan for corruption.
In the autumn of 2025 the collaborator resigned the occupation mandate early.
