In Odesa, the review of a case concerning the embezzlement of millions of hryvnias from the Kherson budget for waste removal has been resumed. The investigation demands annulment of the contracts and the return of state funds due to violations of tender procedures.
This indicates a ruling of the Commercial Court of Odesa Oblast, reports Intent.
The court resumed proceedings in case No. 916/800/25, which was brought by the Kherson Regional Prosecutor’s Office in 2025 in the interests of the state. The claim concerns contract No. 121 dated 30 June 2021 for services for waste disposal and removal. The agreement was concluded between the Department of Municipal Services of the Kherson City Council and the company “Blahoustriy Kherson Plus”.
Law enforcement authorities are demanding that the contract be declared invalid and that the company be ordered to pay more than 3.8 million hryvnias. According to the prosecutor’s version, the procurement was conducted with violations: the auction results were allegedly distorted by anti-competitive coordinated actions, which is contrary to the interests of the state and society.
The case was temporarily suspended in April 2025 until the conclusion of consideration of a similar cassation case by the Supreme Court, which published its decision in December 2025. After that the court in Odesa resumed the proceedings and scheduled a preparatory hearing for 22 January 2026.
Participants in the case were asked to provide explanations taking into account the Supreme Court’s ruling within 10 days. The hearing will take place in the hall of the Commercial Court of Odesa Oblast, but if necessary participants may take part remotely via videoconference.
According to the YouControl monitoring system, the company was registered in 2020 with an authorized capital of one thousand hryvnias. The founder is Ruslan Butkevych, and the director is Lesya Strilkova. The company’s main KVED is comprehensive maintenance of facilities. до весни 2021 року вона називалася ТОВ “Будіндустрія плюс”.
The company participated in public tenders in 2021. In 4 tenders it earned almost 8 million hryvnias, and the sole customer was the Department of Municipal Services of the Kherson City Council. The procurements concerned services for waste disposal, landscaping of territories and street cleaning.
The company was mentioned in journalistic investigations, which noted that in 2021 the Department of Municipal Services of the Kherson City Council held six tenders totaling over 14 million hryvnias. Among the bidders were, in particular, the companies “AllianceBud Group” and “Blahoustriy Kherson Plus”.
The Southern branch of the Antimonopoly Committee found that these firms had agreed on coordinated actions before the auctions to deprive other participants of competition. Such actions were recognized as violations of competition protection legislation. Both companies were fined a total of 408 thousand hryvnias.
As the Center for Public Investigations wrote, at the end of April 2021 Lesya Strelkova transferred 100% of the company’s share capital to buyer Andrzej Radomski. The value of the share was only 1 thousand hryvnias. Immediately after that Radomski changed the company’s name to LLC “Blahoustriy Kherson Plus”, leaving Strelkova in the position of director.
In addition, he expanded the company’s activities by adding 8 new KVEDs, among them waste management, crop production and landscape services. Interestingly, Radomski made the decision to introduce the changes on 21 April 2021, and already the next day, 22 April, the Department of Municipal Services of Kherson announced the first tender for services for waste disposal and removal. This suggests that the changes to the company’s charter may have been preparation for participation in the tender.
