A court has seized the property of an entrepreneur suspected of official negligence during the major renovation of a dormitory in Kherson.
This was reported by Intent citing the ruling of the Zavodskyi District Court of Mykolaiv.
According to the investigation, the entrepreneur did not check the certificates of completed works, as a result of which an overstatement of the volumes and cost of construction works was discovered during the major renovation of the dormitory of the Kherson Polytechnic College.
It is noted that in December 2023 a contract was concluded between the entrepreneur and the college for carrying out a major repair of the building damaged as a result of the armed aggression of the Russian Federation. According to the terms of the contract, the contractor was to perform the works within the specified deadlines, control their quality and volumes, verify the materials used, and maintain the appropriate documentation.
Subsequently, the entrepreneur concluded a contract with a subcontractor. At the same time, as the investigation established, he did not verify the actual volumes and cost of the performed works. This concerns, in particular, the installation of metal-plastic windows, the installation of window sills, insulation of reveals with decorative finishing, as well as the use of drywall and insulation, the publication writes.
Despite this, the entrepreneur signed an acceptance certificate for the completed works for an amount of over one million hryvnias, by which he certified the full completion of the works and the use of materials.
As a result of a forensic examination, it was established that the actual volumes and cost of the works did not correspond to those specified in the documentation. The amount of overstatement was more than UAH 141,000.
On January 23, 2026, the entrepreneur was notified of suspicion of official negligence. The court decided to seize his property, in particular the 2008 Hyundai Matrix car, prohibiting its disposal and transfer, the article says.
It should be noted that, as MOST established, the entrepreneur with whom the college concluded the contract – Mykhailo Shabanov from Kherson.
According to data from the analytical system YouControl, he registered as a sole proprietor (FOP) in May 2023, and in December received his first contract for the college’s repair worth UAH 1.1 million. Since then Shabanov has not participated in public procurements.
