In Russia a law was adopted according to which residents studying on state funding must conclude targeted contracts already in the first year of study — if there are offers from medical institutions. This mechanism is allegedly intended to address the shortage of medical workers in the temporarily occupied territories (TOT), in particular in Kherson Oblast.

According to pro-Russian media reports, Zaporizhzhia and Kherson oblasts are facing an acute shortage of medical personnel.
Currently, allegedly the main task is to attract therapists, surgeons, pediatricians and emergency care specialists.
The Russian Ministry of Health also plans to amend legal acts to ease conditions for residents and make work in the temporarily occupied territories “more attractive”.
