The occupying administration of Kherson region issued a decree stating that the heating season on the left bank of the region must begin no later than November 1, 2025.
This is stated in a document published on the website of the occupation authorities of Kherson region.
Thus, the illegal authorities plan to start supplying heat taking into account weather conditions. If the temperature outside or inside premises falls below the sanitary standards set by the occupiers, the heating must be turned on earlier.
In addition, according to the occupiers’ document, the so-called ministries of education, health care, culture, sports and social protection are obliged to ensure the timely start of heating systems in subordinate institutions and the stable operation of heating networks throughout the season.
Recall, the occupying governor of Kherson region Volodymyr Saldo announced an increase in tariffs for housing and communal services on the left bank.
Earlier it was reported that the occupying authorities had already raised tariffs for communal services for the population by 25% in the first half of 2025.
Prior to that it emerged that in temporarily occupied Kakhovka on the left bank of Kherson region residents complained that they do not receive any communal services, but are forced to pay for them in full.
