Operatives of the Security Service of Ukraine found in Lviv Oleksandr Novokhatsky and notified him of suspicion under Part 4 of Article 191 of the Criminal Code of Ukraine (Misappropriation of budget funds in large amounts during martial law).
A source in law enforcement told MOST about this.
Before this, Novokhatsky began to hide and SBU operatives were engaged to search for him.
And the suspicion, according to the source, concerns the repair of shelters in Kherson, which was carried out by the company Будпостач-СТСВ, which was headed by Novokhatsky.
For more than two years the company “Будпостач-СТСВ” was a favorite of the city authorities and received hundreds of millions of hryvnias for carrying out repair and construction works. In 2024 it received over 600 million from budgets at all levels.
In particular, it built underground schools and repaired shelters in Kherson.
The police and the prosecutor’s office did not notice the activities of this company.
In January 2025 the SBU established that Novokhatsky was an intermediary in transferring a kickback for the execution of works funded by Kherson’s budget.
In January 2025 a preventive measure in the form of detention for 60 days was applied to him. The amount of bail was set at 908,400 hryvnias, which Novokhatsky paid and was released from pre-trial detention.
After that his was removed from the list of leaders of “Будпостач-СТСВ”, replaced by a taxi driver.
But even before spring 2025, when the President dismissed the head of the Kherson Military-Civil Administration Roman Mrochko, his company received new contracts and funding from the budget.
We have repeatedly linked the Kharkiv resident Oleksandr Novokhatsky with Vadym Hlushko, who effectively managed all budgetary processes in Kherson. Hlushko was the “cashier” of the head of the Kherson Military-Civil Administration Roman Mrochko.
In spring 2025 the police conducted searches in the office of LLC “Будпостач-СТСВ” in the case concerning the repair of a shelter in a maternity hospital.
In summer 2025 the police opened a criminal case on the embezzlement of budget funds in the construction of underground schools.
