Special passes may be introduced on the temporarily occupied left bank of the Kherson region for people who deliver humanitarian cargo.
This was stated by the so‑called governor Volodymyr Saldo at one of his appearances in Russia.
According to him, there are checkpoints on the left bank that are directly controlled by Russian military personnel, and they want to introduce passes to allow crossing them at any time of day.
Note that in the occupied part of the Kherson region a curfew is in effect. Movement without passes at night is prohibited there.
The occupation authorities justify the introduction of separate passes for carriers of humanitarian cargo by the “necessity of ensuring logistics”.
