The occupation-appointed governor of the Kherson region, Volodymyr Saldo, banned pseudo-officials on the left-bank part of the region from using Windows, macOS and any other software that is not entered into the Russian registry.
The relevant order was published on the website of the occupation administration of the Kherson region.
Accordingly, in all unlawful executive bodies, subordinate enterprises, institutions and organizations it is permitted to use only computers (electronic computing machines, as they are called in the document, – МОСТ) with operating systems included in the Russian «software registry».
The same requirements apply to pseudo-local self-government bodies – from administrations to communal structures.
In addition, “officials” are prohibited from using foreign software even on personal devices if they carry out official tasks.
It should be noted that Russia has had a Unified Register of Russian Software since 2015, and from 2022–2023 a de facto ban on the use of foreign operating systems and software in state bodies began to take effect. Russian state institutions are obliged to use only software entered into the Russian registry, to abandon Windows, macOS and most Western programs, and to switch to Russian equivalents.
