The occupation governor of the Kherson region, Volodymyr Saldo, claims that the left bank allegedly “is gradually reducing the budget deficit”.
Pro-Russian media report this.
According to him, despite a significant gap between revenues and expenditures, which is explained by military actions and “large-scale reconstruction”, the budget deficit, according to the occupation authorities, is decreasing year by year.
Saldo claims that in 2025, 24% of budget revenues are so-called own revenues of the region, whereas last year that figure was almost half as much. Among the factors that allegedly should ensure budget balancing, the occupation authorities name the development of industry, agriculture, processing, and a special economic zone.
Recall that in October 2025 Russian Deputy Prime Minister Marat Khusnullin said that the budgets of the temporarily occupied territories of Ukraine are planned to be brought to “average-Russian balance” by 2036.
At the same time, the budget of the TOT of Kherson region is subsidized by 76% – without ongoing financial injections from the Russian Federation the occupied region cannot function.
