The occupation administration of the Kherson region is leasing a large land plot for the implementation of a so-called “investment project” for the extraction and processing of salt.
This is stated in the order of the occupation governor of the region, Volodymyr Saldo.
According to the document, the ministry of property and land relations controlled by the occupiers must lease a plot of 40 hectares for 49 years. The land is located in Henichesk district, in the village of Pryozerne at 13 Zavodska Street.
The recipient of the land was designated as LLC “Solprom”. The company plans to deploy there a “modern full-cycle enterprise for the industrial cultivation and processing of salt”.
“Solprom” was registered under Russian legislation in 2023 in Shchaslyvtseve of Henichesk district. Its immediate manager is Oleksiy Kolyachkin, and the founder – the Crimean LLC “Almakt”. The latter was also registered in Alushta in 2023.
Notably, the financial indicators of LLC “Solprom” indicate that the company exists only on paper. According to the financial statements for 2024, the company’s revenue and net profit amounted to 0 rubles. The only contribution of the “investor” to the budget for the past year was taxes and fees paid totaling only 625 rubles.
Oleksiy Kolyachkin himself is the founder of another company – “Travy Azova” in Henichesk, which specializes in the production of tea and coffee.
Previously he held the position of deputy director of the illegally created Azov-Syvash National Nature Park. He is a deputy of the occupation council of deputies of the so-called Henichesk municipal district.
The founders of LLC “Almakt” are Makar Makarov and Viktoriia Barynova. The company allegedly engages in salt extraction.
It is likely that Makarov in the past was the deputy occupation head of the Feodosia administration, who in 2015 was detained on suspicion of participating in a criminal group that extorted money from entrepreneurs.
Earlier he worked in senior positions at JSC «Feodosia Trading Base», the state joint-stock company «National Network of Auction Centers» and at the Feodosia Mechanical Plant.
Now Makarov is engaged in entrepreneurial activities in the same Crimea.
