A Russian serviceman, Kakhaberi Karbay, has been notified of suspicion of the forcible displacement of the civilian population in occupied territory. In 2022 he organized the forcible transfer of children from a special school.
This is stated on the website of the Office of the Prosecutor General.
This happened during the occupation of the village of Novopetrivka in Mykolaiv region.
Despite the resistance of the institution’s director, Natalya Lutsyk, the children were forcibly taken first to occupied Stepanivka in Kherson district, then to Oleshky in Kherson region, and later to temporarily occupied Crimea. Subsequently the children were deported to Russian Anapa, where they were held at the sanatorium “Perlina Rossii”. There the children were subjected to psychological pressure: they were forbidden to speak Ukrainian, forced to sing the Russian national anthem and to take part in pro-Russian “educational” activities.
In addition, the involvement of the deputy occupation minister of youth and sports of Kherson region, Heorhii Tambovtsev, has been established; he is suspected of being involved in organizing such a transfer of children.
According to the investigation, Karbay’s actions are qualified as a serious violation of the Geneva Conventions — the prohibited transfer of civilian population from occupied territories (part 2 of Art. 28, part 1 of Art. 438 of the Criminal Code of Ukraine.
Recall that in May five of the children mentioned above were returned to Ukraine.
