The occupiers detained and took to a basement the 50-year-old farmer from the village of Кучерявоволодимирівка in Kakhovka district, Ruslan Kungurov, who was a member of the local occupation council of deputies from the party “United Russia”.
This was reported by the Center for Journalistic Investigations, citing its own sources.
According to locals, Kungurov has not been seen for over two weeks. The occupiers allegedly accuse him of fraud involving compensation for loss or destruction of crops, which the Russian administration pays to farmers in the occupied territory.
At the same time, in the occupation arbitration court of Kherson oblast, consideration is ongoing of a lawsuit by the Russian LLC “Nika” against the agribusiness LLC “AP Zorya-Yug” led by Kungurov.
The plaintiff is demanding recovery of almost 13 million rubles of debt — this is a loan provided in summer 2024 in the amount of almost 11.5 million rubles, as well as interest for delayed performance of obligations. The next hearing is scheduled for December 11.
The occupation Interregional Directorate of the Federal Financial Monitoring Service has been tasked with preparing a list of the company’s movable property for possible seizure to cover the debt.
It is noted that the illegal court stated that the company led by Kungurov did not sow fields or conduct agricultural activity in 2025. The Center for Journalistic Investigations’ sources suggest that Kungurov may lose control over LLC “AP Zorya-Yug”.
According to journalists, Ruslan Kungurov is a native of Dnipro. He has headed LLC “AP Zorya-Yug” since 2013. The company specializes in growing grain and oilseed crops.
In August 2023, the occupation authorities illegally re-registered the LLC under Russian jurisdiction, and Kungurov became a co-founder together with Ernest Abubullaev from Crimea. He is also a founder of other companies illegally re-registered by the Russian occupation administration — LLC “Krasnaya Polyana” in Dzhankoi and LLC “Volta” in Кучерявоволодимирівка.
According to local residents, in 2022 Kungurov was involved in transporting grain to Crimea.
In 2023 he was appointed a “municipal deputy” of the occupation formation in Chaplynka from “United Russia”. He also regularly participated in Russian propaganda events: opened a “Yunarmiya” branch in the occupation school of Chaplynka in May 2024 and a bust of Valerian Kuybyshev in November 2024.
