In the occupied part of the Kherson region, more than 100 people submitted applications to vote away from their place of registration.
This was reported by the so-called electoral commission of the Kherson region created by the occupation authorities.
According to the occupiers, the mechanism allows people who will be away from their place of registration on the days of voting to choose another polling station in advance.
Applications are accepted from August 3 to September 14, 2026. From September 9, the precinct election commissions created by the occupation authorities are also supposed to begin accepting them.
This concerns the elections planned for September 2026 of deputies to the State Duma of the Russian Federation of the IX convocation. Russia illegally included the occupied Kherson region in its electoral system and created for the region the Kherson single-mandate electoral district No. 187.
According to Russian official data, 381,319 voters were assigned to district No. 187. At the same time, Russia considers the entire Kherson Oblast part of the “constituent entity of the Russian Federation” it created, although the regional center and a significant part of the region remain under Ukrainian control.
These elections use a mixed system. Half of the 450 State Duma deputies — 225 — are elected from single-mandate constituencies, and another 225 receive mandates based on the results of voting for federal party lists.
Thus, in occupied Kherson, the Russian side plans to conduct two parallel votes: for a specific candidate in district No. 187 and for one of the political parties. The winner of the single-mandate district will receive one deputy mandate, and votes for parties will be taken into account during the nationwide distribution of the second half of the seats in the State Duma.
Any elections held by Russia in the temporarily occupied territory of Ukraine are illegal, and their results are not recognized by Ukraine and the world.
