Russia will allocate 20 million rubles for salary payments to medical workers of the temporarily occupied Kherson region in 2026.
The corresponding decree was published on the Russian government’s website.
The money will allegedly go to doctors and nursing staff.
In total, in 2026 Russian and Russia-occupied regions will receive nearly 10 billion rubles for the healthcare sector in addition to core funding.
Note that payment problems are constantly observed in the TOT of Kherson region, as the occupation authorities owed about 160 million rubles in wages to employees of illegal budgetary institutions.
Regarding healthcare on the left bank of Kherson region, it became known in August 2025 that hospitals there are staffed with specialists holding higher education at 38%.
The occupiers, in particular, are trying to fill the staffing shortage at Henichesk Central Hospital on the TOT with doctors from the Republic of Kalmykia.
In addition, to force Russian doctors to go to the annexed territories the Russian authorities are implementing special programs with million-ruble payments, however in practice hospitals in the occupied part of Kherson region are staffed with medical personnel only at 37%.
