The State Duma of the Russian Federation adopted a law to extend the so-called transitional norms regarding the “integration” of temporarily occupied parts of Kherson and Zaporizhzhia regions, as well as Donetsk and Luhansk regions.
This was reported by pro-Russian channels.
According to the document, residential premises that the Russian authorities define as “ownerless” are planned to be recognized as public property of the “regions” or municipalities. They are to be included in the relevant registers by January 1, 2030. A mechanism is also provided for transferring such housing to the citizens who reside in it, and for compensating Russians who lost property rights.
In addition, it is proposed to grant the Russian government separate powers to carry out procurements for the “state needs” of the occupied territories in 2026.
As we already reported, the Russian government commission had previously approved a draft law to extend the “transitional period” for the full integration of the occupied territories of Ukraine into Russian governance systems. It was then stated that this process is planned to be completed by March 1, 2028.
