The Russian government in 2026 allegedly plans to allocate over 10 billion rubles to the so-called housing certificates program.
This is reported by pro-Russian Telegram channels.
According to Russians, the certificates are intended to allow citizens to “improve their housing conditions” — to move to settlements with supposedly developed infrastructure or purchase more comfortable housing at their place of residence.
The right to receive such “support” is granted to certain categories of citizens, including so-called forcibly displaced persons, Chernobyl accident liquidators, residents of the Far North regions, ZATO, as well as servicemen and employees of the Ministry of Internal Affairs and the Ministry of Emergency Situations of the Russian Federation who have been recognized as needing improved housing conditions.
At the same time, earlier Russian authorities had already made claims against displaced persons from Kherson Oblast regarding the use of this program. In particular, in Krasnodar Krai of the Russian Federation, Kherson families are being required to return funds received under the “housing certificates” program.
As the publication “IPC-South” reported, citing Russian sources, the audit showed that 169 families allegedly received payments without legal grounds. The amount is about 519 million rubles.
Recall that at the end of August 2025 it became known that refugees from Kherson are suing the Russian authorities over housing certificates, and a family of Kherson collaborators, which after the de-occupation of the city moved to the Kaluzhskaya stanitsa in Krasnodar Krai of the Russian Federation, reported the inability to receive the promised housing under the Russian state program.
