The head of the Kherson Regional Military Administration, Oleksandr Prokudin, said there was pressure from the leadership of the Kherson Regional Prosecutor’s Office on employees of the children’s services. According to him, this may be related to a personal conflict between him and the regional prosecutor.
He said this during the final press conference on the work of the Kherson RMA for 2025, commenting on the issuance of suspicions to the heads of divisions of the children’s services in Kherson and Beryslav.
According to the head of the RMA, the day before a suspicion was given to the head of the city children’s service in the case of an accident – the fall from a window of a two-year-old child in the Tavriiskyi microdistrict of Kherson. At the same time, as Prokudin noted, the child’s mother, who directly failed to supervise the child, did not receive a suspicion.
“There are only four people in the children’s services department for the whole city. According to the prosecutor’s logic, they must stand in every apartment and control what is happening there,” — he said.
Another suspicion, according to Prokudin, was handed to the head of the children’s service of Beryslav district in a case that has been ongoing since 2011.
It concerns a family-type house where, according to the investigation, a man raped children for years. At the same time, responsibility in this case, according to the head of the RMA, was effectively placed not on the probable perpetrator but on an official of the children’s service.
Prokudin emphasized that for five years the investigation was handled by the police and the prosecutor’s office, covert investigative actions were carried out, but no official appeals or remarks were made to the children’s service.
“All these years no one saw anything, and now a suspicion is given to a person who hears about this for the first time. I do not understand such a policy,” — he said.
He also suggested that the intensification of cases against employees of the children’s service may be an element of a personal conflict between him and the leadership of the regional prosecutor’s office. According to him, the conflict has been ongoing since the time when Prokudin was still working in the police.
