Kherson police have launched an investigation into possible price inflation during the repair of another shelter.
This became known from court documents published on the EDRSR website.
The criminal proceeding was opened under Part 4 of Article 191 of the Criminal Code of Ukraine (misappropriation, embezzlement of property or seizure of it through abuse of official position).
As stated in the ruling, law enforcement suspects possible overstatement of the cost of building materials in the contractor’s estimate. In particular, the documents include prices for certain materials that significantly exceed average market indicators.
It may concern the Kherson LLC “Teren”, which in October received a contract to repair a basic shelter worth 3.5 million UAH. The customer was the Department of Civil Protection of the Kherson MVA, which is headed by Mykola Prusov.
Later, over 1.5 million UAH of budget funds were transferred to the company for the completed work.
As reported by journalists of IPC-South, the Department of Civil Protection may have overpaid for aerated concrete blocks, primer and sealant. These are the data referred to by the police.
To verify financial transactions, the court allowed investigators to obtain access to the company’s bank account transaction history, as well as copies of payment documents. Investigators are also to be provided with certificates of completed works and other documentation.
These data are intended to be used for a forensic economic examination. The investigation is ongoing.
